Heat oil in a large frying pan and fry onions and carrots until soft over medium heat, increase heat add mince and brown, tipping away away excess fat.

Add tomatoe pruee and worcestershire sauce and mix in well, add flour and mix well and then the stock, bring to a simmer, cover and simmer for 40 minutes stirring ocassionally.

Put the potatoes in a pan and boil until soft, mash with butter and milk and leave to one side for later.

Heat oven to Gas Mark 5.

Put mince mixture in to individual dishes or one large dish, top with the mashed potato and grated cheese. bake in the oven for 25 minutes until top is golden brown.

This dish can be made in advance and frozen, to cook from frozen heat the oven to Gas Mark 3 and cook for 1 hr and 20 minutes until bubbling and then brown under the grill if required.
