Mix cocoa powder, maida, baking soda and baking powder in a pan and keep aside. In another pan mix butter and oil properly. Now add powdered sugar, milk and vanilla essense to it. Mix it.

Add the dry mixture to it and mix it well for thick consistency. Pre heat the oven at 180 deg for 10 minutes. Grease the plate and place small balls of the mixture on it. Bake the cookies for 12-15 minutes at 180 deg
