preheat oven to 350°F

Brown beef, drain, and stir in enchilada sauce and salsa. set aside

place two overlapping tortillas in the bottom of a greased 13x9x2 pan/baking dish. cover with 1/3 meat mixture, then a cup of corn, and sprinkle 1 1/3 cup cheese. repeat layers once then top with remaining tortillas, meat, and cheese. bake for about 30 minutes.
