Preheat oven to 350°F. Grease baking sheets

Whisk together flour, baking powder, baking soda, salt, cinnamon, ginger, cloves, cardamom, and white pepper

In a large bowl, cream butter and sugar until light and fluffy. Beat in molasses and egg to gradually add flour mixture, beating on low speed until dough forms. Shape into disk, wrap, and chill for 30 min.

Roll dough into 1 inch balls. Place on baking sheets. Bake for 11-14 min or until golden brown. Set on wire racks to cool, dusting lightly with confectioner's sugar, while still warm. Makes 5-6 dozen.
