Steps

Mix all ingredients except fry ingredients, make a smooth batter and keep aside for 3 to 4 hours

Them grease dhokla plate, spread batter on it keep it in dhokla maker or steam it for 10 to 15 minutes

Cut in desired shape

For fry heat oil, mix all frying ingredients and pour on the dhokla
