Prepare the kofta: Mix the ground beef with the onion pulp, salt, spices, and baking powder. Stir well and let it rest in the refrigerator for a while.

Shape the kofta onto wooden skewers and arrange them on a grill or on an oven rack with a tray underneath to catch the drippings.

Add 1 tablespoon tomato paste and a pinch of salt and pepper to the onion juice. Brush the kofta with this mixture occasionally while grilling to keep it moist.

To make the rice: In a pot over medium heat, add oil and sauté the chopped onion. Add the spices and rice, stir for a bit, then add the water. Cook on high heat until the water is absorbed, then reduce the heat to low, cover, and cook until the rice is done.
