In a bowl, combine the flours, finely chopped white part of the scallion, chopped parsley leaves, and salt to taste.

Stir and add the water until the batter is smooth with no lumps. Add the shrimp and refrigerate for one hour.

Pour about 3/4 inch of olive oil into the widest skillet you have and heat over medium-high. Drop in spoonfuls of batter and fry until golden brown.
