Make a streusel: In a bowl, mix flour, sugar, and cinnamon for streusel. Rub in cold butter until crumbly. Chill.

Preheat oven to 180°C. Line muffin tray. Mix flour, sugar, baking powder, and salt.

Prepare muffin batter: Whisk milk, oil/butter, egg, and vanilla. Fold wet into dry ingredients gently.

Toss blueberries in 1 tsp flour. Fold into batter.

Fill muffin cups ¾ full. Top with streusel.

Bake 20–25 min until golden and a toothpick comes out clean. Cool 5 min, then transfer to rack.
Tips
Tossing the blueberries in flour helps prevent them from sinking in the batter.
