Sauté the onion, carrots, and red bell pepper until softened.

Cook for 5 minutes.

Add the oxtail and red wine.

Cook for 10 minutes.

Add the water, cover, and simmer for 2 1/2 hours or until the oxtail is tender.

Remove the oxtail and strain the sauce through a food mill or fine sieve.
