Kofta and Potato Casserole

Mix the ground beef with half of the onion, bell pepper, tomato, and spices until well combined.

Shape the mixture into balls and place them in a baking dish. Bake until cooked through.

Fry the potatoes and arrange them in a baking dish, then place the cooked meatballs on top.

In a pan, cook the remaining onion, bell pepper, and tomato mixture. Add the tomato paste and let it simmer for a few minutes.

Add 1 cup boiling water (about 240 ml), pour the sauce over the kofta and potatoes, and bake for 15 minutes. Garnish with cilantro and parsley. Serve with bread or rice.
