In a wide vessel take the left over rice, boiled potatoes, capsicum, carrot, onions and mash well with the help of potato masher.

Season with all the masalas mentioned above and mix well.

Add the oats powder at the end and mix well so that the batter binds well.

Make small sized balls and flatten them.

In a non stick pan shallow fry the cutlets on medium heat till they turn brown from both sides.

Serve with green mint chutney or sauce.
