Place the beef ribs in a pressure cooker with enough water to cover them, add the seasonings and green onion. Cover and cook under pressure for 30 minutes, adjusting time as needed based on your pot size and stove heat.

Uncover and check if the meat is tender. Taste the broth and adjust the salt if needed. Add the potatoes, cover again, and cook for about 15 more minutes until the potatoes are soft.

Once the potatoes are tender, taste the broth. If it still lacks beef flavor or is too watery, boil uncovered over high heat, stirring occasionally, until the liquid reduces and the broth is flavorful, about 30 minutes depending on your pot size and stove heat. Serve hot with a sprinkle of cilantro on top, if desired.
