Place the milk in a pot with the sugar and cinnamon. Wash the rice well and add it to the milk. Stir well over low heat and let it cook until the rice is done, stirring continuously to prevent it from sticking to the bottom of the pot.

Once the rice is cooked, add the rose water and pour the mixture into glass bowls. Garnish as desired.
