Baked Potato Kibbeh Stuffed with Meat

Soak the bulgur in a little water for at least 30 minutes until it softens and expands.

Sauté the onion, beef, and spices in oil to prepare the filling.

Peel and mash the boiled potatoes.

Rub the soaked bulgur between your hands until smooth, then add the kibbeh spice mix and rub again. Add the mashed potatoes and knead everything together until you have a cohesive dough.

Divide the dough in half. Grease a baking dish with oil, spread one layer of dough on the bottom, then spread the meat filling over it. Cover with the second layer of dough and smooth the top.

Score the top of the dough, drizzle with a little oil, and bake in the oven. Bake from the bottom until golden, then brown the top.
