Take water in a pan and boil it. As water start boiling add pasta, salt and oil in it and cook it for 10 to 11 min. Drain out all the water and run some cold water on it to prevent further cooking. Keep the cooked pasta aside.

Take a pan put oil in and heat it. At low flame put garlic in it. Cook it for 2 min than add capsicum and carrot. Now add all the spices and saute it for 5 -7 min. Don't Cook it fully, they should be crunchy. Keep aside the cooked veggies.

For making sauce take a heavy pan add butter and oil,heat it up than add plain flour. Cook the flour for few minutes till its row smell is gone.

Now add some milk and mix well using hand whisk to avoid formation of lumps. Always add milk slowly. Don't pour all the milk in 1 shot. There should be no lumps formed, it should be smooth in texture. If needed add more milk and mix it continuosly. Cook it for 1-2 min till it become thick after that add cheese cubes in it. Mix well and add all the spices.

After that add the cooked veggies and pasta in it. Mix all the things properly. Pasta is ready to serve.Garnish with some more Italian seasoning. Enjoy your creamy cheese pasta.
