Combine flour, salt, sugar, milk, cardamom powder, saffron and mix with water gently till it forms a sticky batter the batter will be more like a dough than batter.

Cover with a kitchen towel or plastic wrap let rise for 30-40 minutes.

Heat oil and scoop the batter by spoonful. Be dipping the spoon in water to avoid the batter from sticking to the spoon. Or pour the batter in a piping bag and cut the end.

Fry till dark or golden brown place them in a serving bowl and pour the syrup and sprinkle the sesame seeds.
