In a pan add water and bring it to a boil. Now add salt and olive oil. Further, add the pasta and boil it on a medium flame for 12-14 minutes or until soft. To check if the pasta is perfectly cooked, cut it with a knife and it will easily cut. Take a colander and rinse the excess water. Now rinse with some cold water, this will stop the cooking process.

To toss the veg place a pan over medium flame and add the olive oil. Once it becomes hot, add the capsicum and cook for a couple of minutes.

To make the white sauce, place another pan over a low flame and add butter and oil in it.

Now add chopped garlic and chili flakes. Toss the herbs and garlic in butter on low flame for 3-4 minutes till the garlic becomes little golden in color and turns aromatic.

Now add the refined flour and saute for a couple of minutes on medium-low flame, once done the refined flour will become little fluffy.

Now slowly and gradually add cold milk, while stirring it continuously. Further, add salt and black pepper and mix well.

Keep stirring for 2-3 minutes till it becomes slightly thick and creamy. Do not overcook the sauce, as it will thicken after we will add the pasta. Now add the tossed veg and the boiled pasta and mix until well combined. Let it simmer for 2-3 minutes on low-medium flame.

Transfer on a serving plate and sprinkle some chili flakes and thyme and serve hot!
