First take a bowl and add 1/2 cup of milk to that and 1/4 tsp vinegar and let it curdle a bit. Then add 1/4 cup - oil and 1/4 cup - Condensed milk to that.

Now add 1/2 cup of powder sugar and milk powder and whisk the mixture until no lumps are seen. Next place a sieve and sift 2 cups of maida(plain flour)

Mix the batter well and make batter of flowing consistancy. Divide around 1/2 cup of batter into 6 such bowls.

Now add red food color in batter of one bowl, orange in Second, and such that yellow, green, blue, voilet.

For cooking layer take a big tawa over which keep a frying pan lined with oil and butter paper. Let it heat for some time. Take batter with red color and transfer it to the frying Pan, cover it with lid and let it cook for 5-10 mins until it's properly cooked. Cook all layers in similar way.

For frosting take 1/2 cup non dairy Whipping Cream and beat it till stiff peaks. If the cream is not already sweetened then add sugar and vanilla as well.

For preparing sugar syrup dissolve 3-4 tbsp sugar in some water.

Now for layering first keep bottom most layer of voilet over cake board, apply some sugar syrup and add some whipped cream to it. Place blue layer, green, yellow, orange and red layer. Coat the cake with cream well with sides. Refrigerate cake for the cream to set.

You can decorate the sides of by adding color to white chocolate. You can add sprinkler on top.
