Arrange all ingredients together.
Take a heavy bottom vessel add 1tbsp water then add milk. Adding water helps to prevent burning the kheer. Let's bring to boil the milk on high flame. - 2
In a bowl add 1/4 cup milk add brown rice flour and mix it.make a lumps free mixture. While the milk is boiling add the rice mixture and keep stirring with the help of spatula. Make sure there has no lumps. When it start boiling turn the flame low and cook for 10 minutes

Add condensed milk mix it.then add some chopped almonds and cashew and cardamom powder. Mix all well.cook for 5-6 minutes.

When it reduced in quantity and become thick add kewra water and mix it. turn off the flame.allow to cool it.transfer it in a serving bowl.

Garnished with some chopped almonds,cashew and pistachios keep the bowl in refrigerator to cool it. Now serve and enjoy
