Mix the ingredients (except for the margarine) to form a dough. Add the flour and water gradually while kneading. Once the dough is formed, add the margarine and a little more flour, and continue kneading. Let it rest for half an hour.

Mix the filling ingredients and set aside.

After the dough has rested, roll it out into a long, thin sheet and spread the minced scallions on top (as shown in the picture).

Fold the sides over to enclose the scallions. Press to seal the edges.

Roll it up into a ball (as shown in the picture).

Flatten it again.

Place in a hot oil pan and fry until golden brown, then flip and fry the other side.

Your fragrant, crispy scallion pancakes are ready!
