Add oil, yogurt, and sugar to a bowl. Whisk for 2 minutes until smooth.Add vanilla essence and mix.Add vinegar to milk, set aside for 5 minutes.

Sift wheat flour, cocoa powder, baking powder, and baking soda 2-3 times.Add dry ingredients to the wet mixture. Mix gently.Add milk-vinegar mixture and combine to form a smooth batter.

Fold in chocolate chips.Pour batter into cupcake molds.

Place molds in a preheated kadai with salt at the bottom. Cover and steam or bake on stovetop for 20-25 minutes.

Check with a toothpick. Let cool before serving.
Tips
Sifting the dry ingredients multiple times helps keep the cupcakes light and fluffy.
