Soak the bulgur in hot water. At the same time, boil the potatoes. Mash the potatoes and mix them with the bulgur.

Add salt and spices, then gradually add flour, kneading until you have a firm dough.

Finely chop the onion and sauté it in a little oil. Add the ground beef and cook. Before the beef is fully cooked, sprinkle with salt and mixed spices. The filling is now ready.

Shape the dough into balls, fill each with the meat mixture, and continue until all the dough and filling are used.

Heat oil over high heat. Once hot, reduce the heat slightly and fry the kibbeh until golden brown.
