heat butter in large pot over medium heat. add onion & bell pepper. and cook, stirring occasionally, until soft, about 5 minutes. add garlic and cook, stirring for about 1 minute. then add ground beef, and continue to cook, stirring and breaking up chunks of beef,with spoon. cook until meat is no longer pink, about 7 minutes. sprinkle herbs. and pepper over the meat, and salt to taste, and mix well

add canned tomatoes, with juices, tomato sauce, paste. & juice. add sugar to taste, simmer while pasta cooks.

bring large pot of salted water to boil over high heat, add pasta and cook until al dente, drain, mix pasta into chop suey, serve hot.
