In a small saucepan, melt butter or margarine.

Sift in flour, salt and pepper.

Add milk all at once.

Cook and stir over medium heat until thick and bubbly. Cook and stir 1 to 2 minutes more.

Add cheese of your choice into above ingredients and cook over low heat.

Stir in cheese until melted.

Makes about 1 cup.
