Cook pasta, drain, do not rinse.

Use the same pot and melt butter over medium heat, then add the flour and stir constantly until combined - approx. 2 minutes.

Add milk, heavy cream and bring to boil for 2 minutes. Take off heat, add mustard, paprika, garlic powder, salt and pepper.

Add the cheese and stir until thickened and combined.

Mix in the pasta with the cheese sauce until fully coated. Serve right away.
