Cook rice according ot package directions, keep warm

Meanwhile, heat oil in large saucepan over medium high heat. add onion and garlic; cook, stirring until onion is slightly softened, about 2 mins. add bell pepper oregano, and bay leaf; cook stirring occasionally, until bell pepper is soft about 2 mins. add tomatoes and vinegar; cook stirring until tomatoes are soft another 2 mins.

stir beans, salt and black pepper into vegetable mixture. reduce heat and simmer covered until vegetables are softened and mixture is creamy, about 8 minutes. Discard bay leaf. Sprinkle with cilantro. Serve over rice.
