Heart oil in skillet on med-high heat. Add flour and whisk to combine well. Reduce heat to med and whisk until roux is golden brown. Add onion, celery, bell pepper, garlic, cayenne, and salt and pepper. Cook until veggies are softened.

Coat slow cooker with cooking spray. Transfer veggies to slow cooker. Add chicken, broth, tomatoes w juice, okra and kielbasa. Cover and cook for 3-4 hours on low.
