Mix the sugar, yeast, warm water, and 2 cups of flour in a bowl. Cover and let rest for 10 minutes.

After 10 minutes, add the remaining flour, oil, and salt. Knead the dough until smooth, then use it right away.

For the filling, combine all the filling ingredients in a bowl, then place the mixture in a strainer to drain excess liquid. Roll out the dough into small circles, fill each with the meat mixture, and fold the dough from four sides to form a square shape.

Place the filled dough squares on a greased baking sheet. Brush the tops lightly with oil and bake in a preheated hot oven until golden brown.
