Steps

Chop all the veges finely

Cut the beef into 1cm cubes

Brown the beef in hot olive oil

Add the chopped veges and saute everything together until softened

Add the wine and cook it off

Add the seasonings to taste

Add the rosemary, preserved lemon and lemon juice and stir

Add the tomatoes and half the water

Bring to a boil, then turn the heat to low stirring every 15 minute.

Keep adding water as the liquid reduces

Cook until the beef is tender and veges and barley very soft - between 1.5 and 2 hours
