Heat up the oil in a sauce pan, add the onions and sauté, then add ginger-garlic paste.

Add the tomatoes, and tomato puree, mix then sprinkle some salt. Cover and let cook for 2 minutes

Add in the green bell pepper. And all the ground spices, plus water. Mix then allow to cook another 2 minutes.

Add in the coconut milk, and stir continuously until it starts to boil.

Allow to boil 3 minutes then add in your fish, let cook 2 minutes. Add the cilantro and turn off the heat.

Serve.
