Parboil rice and set aside.
Add 2-3 tbsp oil in a pot, add some chopped garlic and spring onions. Once you start perceiving the aromatic flavours and a little golden, remove from the oil and add the grinded pepper.

Cook the pepper until the oil starts appearing, add the minced meat. Stir and cook for 5 minutes.

Add the rice, chopped onions, carrots and seasonings. Add two tablespoon of soy sauce. Stir and add the meat broth. Cover pot and Cook for 10 minutes.

If the rice is soft according to your taste, I added some peanuts for crunchiness (optional). Add some green pepper and corns. I used boil maize corns.

Mix everything together and turn off heat. Then cover the rice for 2 more minutes. Serve.
