Soak poppy seeds for 4 hours then grind to very fine paste. Heat oil in pan add onion saute light pink on slow flame (it will take about 10 minutes on slow flame) now add chilli - ginger paste, turmeric powder and salt.. Saute for 2 minutes, add poppy seeds paste and cook for one boil at low flame, add pepper powder turn off the flame.

Soak bengal gram for 4 hours and grind.
Mix all ingredients of muthiya and make a ball and fry in hot oil.
