Peel the potatoes and slice them as thinly as possible, then cut into strips. If you have a peeler, use it to make very thin slices.

Rinse the potato strips to remove the starch, then soak them in cold water for 10 minutes. If it's warm, use ice water.

Heat oil in a pan until hot, then add the dried chilies and stir-fry until fragrant. Add the potato strips.

Season with salt, black vinegar, and light soy sauce. Stir-fry until well combined.

Serve immediately, garnished with chopped green onions.
