In a pan bring water and sugar to a boil over medium heat. Turn the heat to low and stir continuously until sugar dissolves completely and the syrup is clear with sticky consistency. Add cardamom powder and turn off the heat.

Take maida, oil and a pinch of salt together in a bowl. Mix well and knead it to a smooth dough by adding water as needed. Cover and keep it aside for 30 minutes.

Make small balls of the dough. Take one ball and roll it out to a chapati. With the help of a knife, cut it vertically leaving some space at the edges. Roll it gently and twist at both the ends.

The shape of the dough will now look like champakali flower. Complete making champakalis with rest of the dough balls in similar way.

Heat oil in a pan. Deep fry the champakalis until golden brown on a medium heat only.

Dip the champakalis in pre-prepared warm sugar syrup for 10 minutes.

Take them out and serve immediately.
