Spread the flour evenly on a baking sheet and bake at 340°F (170°C) for 10 minutes.

In a bowl, combine the lard, flour, ground hazelnuts, anise liqueur, and cinnamon. Mix with your hands, pressing until a dough forms.

Shape the dough into a log and cut it into discs about a finger thick. Place the discs on a baking sheet lined with parchment paper.

With the oven preheated to 320°F (160°C), bake with heat from top and bottom for 20 minutes. Do not handle the cookies until they are completely cool. Once cooled, dust with powdered sugar and they are ready to serve.
