Mix all the dry ingredients in a bowl & add water, whisk : make sure the batter is not thick no watery. Grease the non stick pan & use paint brush to apply the batter on it as shown below.

For the fillings, add grated scotch bonnet, onions, carrot & chopped green pepper in a pot, add a little oil & keep stirring for about 3mins, add up the sliced cabbage & stir for about 5mins. Add the fillings & roll as shown, at the end use the brush to spread the batter to close the end.

Fry in hot oil.
