In a large bowl mix chopped cabbage, grated carrots and green pepper, in a small bowl mix mayonnaise, vinegar, powdered milk and sugar.

Then pour in the mayonnaise mixture in the cabbage and mix thoroughly, then divide the each boiled egg into 4 parts, then finally sprinkle black seeds.
