Steps

In a mixing bowl, add all-purpose flour, salt, oil and black pepper powder.

Add water and make a dough. And give a rest for 15 minutes.

In an another mixing bowl, add cabbage, carrot and salt.

Put it for 10 minutes and squeeze oil water.

Add black pepper powder, soya sauce, garlic paste and green chillies.

Mix well and make puri with a dough.

Put 1 tbsp mixture and make momos. (Give you favourite shape)

Heat steamer with adding water and put for 10 minutes

Add momos in to plate and steam till 12 to 15 minutes.

Serve hot with chutney.
