Measure and prepare all the ingredients. Heat a skillet with oil over medium heat. Sauté the onion with the garlic and ginger. Add the paprika, cumin, and cayenne pepper, and cook for a few seconds until fragrant.

Add the ground beef and brown it. Stir in the parsley, bell peppers, tomatoes, and salt. Cook for about 10 more minutes.

Boil the potatoes in salted water until tender. Drain, reserving a little of the cooking water, and mash well. Add a bit of the reserved water as needed to reach a smooth consistency. Check and adjust salt to taste.

Lightly spray four individual baking dishes with nonstick cooking spray. Layer mashed potatoes, then the meat mixture, sprinkle with ground sesame seeds, and top with another layer of mashed potatoes.

Melt 2 tablespoons of butter and drizzle over the top layer of mashed potatoes. Sprinkle with panko breadcrumbs. Bake in a preheated hot oven until the top is golden brown. Serve immediately.
