Cooking Instructions

Place the chicken in a food processor and blend until finely ground. Pound the garlic, cilantro roots, and pepper together, then add to the chicken in the processor. Add the cornstarch, 2 tablespoons soy sauce, and 1 tablespoon sugar. Blend everything together, then let the mixture rest for about 30 minutes.

Soak the spring roll wrappers in water to soften them for wrapping. Meanwhile, bring a pot of water to a boil. Once the rolls are wrapped, boil them. When the wrappers float to the surface, they're done.

Transfer to a plate and sprinkle with crispy fried garlic.

For the sauce: Combine 1 tablespoon sweet soy sauce, 1 tablespoon soy sauce, 2-3 tablespoons granulated sugar, 1 tablespoon vinegar, and 1 tablespoon water in a saucepan. Simmer until the sugar dissolves and the sauce is sweet and tangy. Add the sliced chilies, then pour the sauce over the prepared rolls.
