In a non-stick pan, whisk together the sugar, cornstarch and cocoa powder. Whisk in the milk little at a time to get a lump free mixture.

Now, turn on the heat and cook this mixture for 2-3 minutes on high while stirring from time to time. Continue to cook on a medium flame for 2-3 minutes, or until the mixture becomes shiny and thick.

Now, stir in vanilla extract and chill in the refrigerator.

Add the white chocolate chips and serve cold.
