Preheat oven to 350. Line 3 8" pans with parchment and spray with nonstick cooking spray.

In a large bowl, whisk together flour, sugars, cocoa powder, baking soda, baking powder, and salt. Add the melted butter, eggs, coffee, buttermilk, and vanilla and whisk until smooth.

Divide batter evenly among the cake pans. Bake about 35 minutes. Let them cool completely before removing from the pans.

Meanwhile: make frosting. In a large bowl using a hand mixer, beat butter, powdered sugar, cocoa powdered, vanilla, and salt. Beat in heavy cream (adding more by the tablespoon until consistency is creamy but can hold peaks).

Frost cake between layers, then cover the entire cake with frosting. Cover the cake in chocolate chips. Put remaining chocolate chips in microwave then drizzle over the cake.
