Mix 1 tsp salt in grated cabbage keep aside for 10 minutes then squeeze the water and take the cabbage in a large bowl

Add carrots capsicum ginger garlic paste, chilli paste 1 tbsp oil, little salt soy sauce and vinegar in cabbage,mix well

In a bowl take maida little salt add milk to it, mix well

Then with help of water (little by little at a time)make a dough

Break the dough into pieces and sprinkle 4 tbsp oil all over it

Gather the pieces of dough and knead very well to make it smooth

Make lemon sized balls from the dough sprinkle 3-4 tbsp maida on it coat each ball with maida nicely, roll thin poories of each ball

Fill the centre with 1 tbsp cabbage carrot filling make dumplings as per your choice

Boil water in a steamer grease a perforated plate or rice chhalni, keep the dumplings on the plate put the plate on steamer cover and cook on medium flame for 7-8 minutes
