Take ingredients mention for stock together and boil it till those 4 cups become 3.

Heat 1 tsp oil and add chilli, green onion, chopped garlic, mushrooms. And saute it for 2-3 minute.

Now add chilli vinegar, soya sauce and mix it. Now add stock with vegetables and mix it. Add salt if neccessary. Add 2 tbsp of diluted cornstarch and boil it for few more minutes. And then serve it with fried noodles.
