Fried Kibbeh
Fried kibbeh.
Steps

Soak the bulgur in hot water for 2 hours. Use just enough water to cover the bulgur, not too much.

Knead the bulgur well, mixing in the spices and salt to taste. I added salt and black pepper.

Add the flour and keep kneading until the mixture holds together.

Shape the mixture into balls, stuff them with your filling, then fry in very hot oil. Once you add them to the oil, lower the heat.

When they turn golden, remove them and place on a plate. Cover with a clean, slightly damp cloth.

The filling is up to you. I used ground beef with carrots.
