Sauté the chopped onion and red bell pepper.

Add the ground beef and seasonings (including the mustard).

Once the beef changes color, add the flour. Cook for 1 minute, then remove from heat. Adjust salt and pepper if needed.

Finally, add the raisins, olives, and chopped hard-boiled eggs. Set aside.

While the filling is cooking, start making the mashed potatoes. Peel the potatoes, place them in salted water, and cook until tender. Cooking time depends on the size of the pieces.

Mash the potatoes with the butter and hot milk. Set aside.

Spread a layer of mashed potatoes in a lightly greased baking dish. Add the meat filling, then cover with the remaining mashed potatoes. I prefer to use two baking dishes.

Use a fork to make the classic pattern on top. Sprinkle with the grated cheese and breadcrumbs mixture.

Bake at 430°F (220°C) until heated through and golden on top.

Remove from the oven and let rest a few minutes before cutting.
