Mix the sugar and fine semolina flour. Heat the milk and clarified butter or ghee, then add them to the mixture to form a cohesive dough. Spread the dough evenly in a baking pan and bake for 20 minutes until it dries out. Let it cool, then break it into pieces and grind it. Sift the mixture, then add orange blossom water until it comes together. Grease the baking pan with butter and sprinkle the crust mixture evenly.

Press the mixture down firmly until it turns golden. Prepare the cheese mixture by combining mozzarella and soaked akkawi cheese (or just mozzarella). Spread the cheese over the crust and bake.

Bake just until the cheese melts, then let it rest for 5 minutes. Flip onto a larger tray, pour the syrup over the top, and garnish with pistachios. Enjoy!
