In a baking dish, layer a slice of potato, a slice of onion, and a beef patty. If you like, add a slice of green bell pepper. Repeat, arranging in rows.

In a bowl, mix the tomato paste, oil, your choice of spices, and salt. Add 1/2 cup water (about 120 ml) and stir. Pour this mixture over the casserole. Cover the dish with aluminum foil and bake in a preheated oven until cooked through.
