Grease mould with melted butter or oil.

In a bowl combine flour, sugar and baking powder. Mix. In a seperate bowl, combine egg, evaporated milk, oil, vanilla and water

Combine wet and dry ingredients. Mix until free of lumps. Pour puto mixture about 3/4 of the mould. Arrange puto moulds in the steamer and put strips of cheese on top.

Cover and steam for 10 mins. Wrap lid with clean cloth. Let it cool before removing from mould.
