Steps

Take wheat flour, add salt and mix well, add water

Knead into a tight dough and apply a tbsp oil over the surface(Knead it well for few minutes so that the dough will become more soft)

Cover it with moist cloth for half an hour

Meanwhile, for chutney, take coarsely cut onions and tomatoes and 5 to 6 red chillies into a cooker and leave it for a whistle and then add garlic once u remove it from cooker

Once it s cool, add salt and grind it to a fine paste and chopped Coriander leaves

Now for stuffing, Add 2 tbsp oil, and finely chopped onions and garlic and saute for 2 mins followed by cabbage and carrot

Add required salt,black pepper, white pepper amd finely chopped Coriander leaves

Add soya and tomato sauce amd sute for 2 mins and keep aside

Now knead the dough nicely for 2 mins and spread it like a chapathi in this thickness

Add 1 tbsp of the stuffing and start pleating as shown

Close the pleats and twist it slightly and place it over greased idli plates and cook for 10 mins on high flame

Now it is ready to serve with spicy chutney
